I've got an important question with regard to my grammar exam.
In the caption of an article it says: "Obama to reduce student loan dept payments"
How would you analyse "to reduce" in this situation? Why does the author use this infinitve construction and not e.g. going to?
I would be really happy if someone could give me an idea!!

Captions and headlines almost always abbreviate by leaving out words. This caption is very similar to: Obama (is going) to reduce loan debt payments. Or: Obama (intends) to reduce loan debt payments.
