1) They sent five agents to three cities.
Aren't there three possibilities:
a) Five agents were sent to three cities each. Fifteen agents in all.
b) Five agents in all and three cities. The five agents were divided among the three cities.
c) There were five agents in all and all the five went to the three cities.
