Even if or AS???

Please look at the following question.

"____ the employer pays for meal breaks, employees must be free from work during the 30-minute meal break.
A.Whereas B.as much as C.even if D. assuming that

The correct answer is C.even if. I feel this sentence is not natural.
I think it should mean like this.
"Since the owner pays for meal breaks, employees much be free from work during the 30-minute meal break"

If the correct answer is "even if", do employees have to work even during the time of meal break?

I think the meaning of "being free from work" is not working. Am I wrong?
I think the correct conjunction in the sentence should be "As".
