Hi,

“Big shoals of fish attract sharks and penguins which then enclose the fish into a cluster and start hunting them.”

Does it mean that the sharks and penguins surround the fish?

Penguins don't actually surround the fish. Certain species of fish naturally form into a cluster when threatened. The penguins realize this and use it to their benefit in hunting.
