email - bought item on ebay but never received it

00 could you correct and improve this email? Context: my brother bought an item on ebay in March, but he hasn't received it yet. He opened a dispute (not sure it's the correct word choice ... he told me that's the name used on ebay, but I'm not sure ... are 01 u 00 dispute 02 u 00 and 01 u 00 formal complaint 02 u 00 appropriate here?), and soon after the seller contacted him and replied that he would have shipped the item soon. A month has passed, but the object has not arrived yet, so my brother wants to give the seller a warning and open a procedure to get his money back. Here's what I've written on his behalf: 01 b 02 br
