ellipsis and coordinating

Hi,

I deeply appreciate advices on the following questions:

1. ' The people have chosen clean politics, an open economy, ethnic harmony, and peaceful corss-straits relations to open their arms to the future.'

do we consider this as having a complex object or
having four suborindating clauses using ellipsis?

2. ' To accomplish this, we can rely on the Consitution to protect human rights, uphold law and order, make justice independent and imparial, and breathe new life into civil society.'

again, I am not sure ellipsis is used here and should I take it as having 4 to-infinitive clauses (or are they just phrases?) making up a complex sentence.

3. ' During that difficult time' -- is this just a prepositional phrase serving as adverbial or is it a subordinating clause because of the marker 'that'?
