i have a doubt, that is
"Implementing this project is a tough one"
"Implementation of this project is a tough one"
In the above two sentences, i have written the underlined words as noun.
is it correct?

No and yes is the simple answer.

Implementing this project is a tough one.

The underlined sequence (the subject of the sentence) is not a noun. Although most subjects are nouns or noun phrases, they don't have to be: they can also be clauses, like this one where Implementing is a verb and this project is an object. This particular kind is called a "gerund" clause.

Implementation of this project is a tough one.

This is a noun, or a noun phrase to be precise, where the noun implementation is the head of the phrase and of this project is its prepositional complement. So yes, you're correct about this one.
