Question

The Northeast and Great Lakes will miss out on the warmth over the west. The East Regional News reports that a cooler pocket of air has forced the jet stream to dip over these regions.

Two questions.
1. Does the jet stream refer to the warmth?
2. what is "dip over"? I can't find the phrase in my dictionary.

I think that dip over isn't a phrase..

In the winter, areas in the Northern Hemisphere may get colder than normal periods as the jet stream dips "lower" bringing cold air in from the polar regions.

No. The jet stream spoken of here is a band of strong, constant wind at high altitude that circles the globe from west to east in the northern hemisphere. It present a barrier to the colder air at the north pole trying to come south. To say that the jet stream dips over an area means that its path veers south there, bringing with it the colder northern air. The jet stream is what is "over" the area.
