Is the first sentence correctly constructed?
This shot is the difference between 70% and 80%. If he makes it, he's at 80 percent, if he misses he's at 70%.

I think the first sentence is OK (in a suitable context where it is clear what the percentages refer to). A couple of small comments about the second sentence: You should be consistent about using "%" or "percent", not mix them up in the same sentence. In this case I think it would be a bit laborious to repeat "percent" four times, so I would go with "%" throughout.
