DECLARATION

A letter from a school informing that a student is enrolled and starting TO WHOM IT MAY CONCERN can be called a DECLARATION?

If one writes about a current or former employee, it is called a 'reference'. For a student, I suppose the term 'declaration' is OK. I understand why you would write this if a student is leaving.

I understand why you would write this if a student is leaving. But why would you write this if a student is starting?
