My understanding is that this phrase originates from movie-making.
eg Imagine a movie contains these events.
Some guys rob a bank.
Then they drive along the street, talkng about the robbery.
Suddenly, a police car starts to chase them, and the chase is very exciting.

When the director is reviewing the movie footage with the film editor, he watches the robbery part. Then he starts to watch the talking part. He realizes it will bore the audience, so he says to the film editor, 'Cut to the chase'. He means ''Cut out the unimportant and boring part of the movie with your scissors, and go straight to the exciting and important part.'
