When someone means to interrupt, can we use the phrases 'cut someone in' and 'cut someone off' interchangeably? E.g., "I didn't mean to cut you off/ cut you in". Thanks.

There is not a huge difference. Here's the idea. cut someone off eg Tom cut Mary off.
