Could you please tell me why we use harder?

If you had worked harder, you might have passed the exam.
1) Could you please tell me why we use harder(comparative degree) instead of hard(positive degree).
2) And also, is it exam or examination?

It means you should have worked harder than you did. Maybe you did work hard, but not hard enough. You needed to have worked harder.
