All of those words mean, to some extent, INDECISIVE (cannot make a decision or changes decision often) or INCONSISTENT (decisions don't follow a pattern).

QUIRKY, UNPREDICTABLE and ECCENTRIC mean that the person's reasons for making decisions may be random and hard to rationalise or predict in advance.
FICKLE means that the person's decisions are easily influenced by small factors e.g. mood.
UNCERTAIN just means that the person has trouble making a firm decision.
