A young man wants to learn to drive, but his father won't teach him because he is not yet 18 and could have an accident.

"He won't teach me to drive."

You can also use "might have an accident" but in any case it's "have an accident", not "make an accident".

"might get into an accident" is another acceptable way to say it.

"refuse/refused" can often be expressed more simply with "won't" or "wouldn't".

He wants to learn, but his father won't teach him.
He wanted to learn, but his father wouldn't teach him.
