It isn't very natural to my ear. Transitive 'order' is usually one of these:

order an investigation
order someone to do something
order that something be done
order someone [into a line / out of a vehicle / etc.]

'emerge' sounds like coming into view as if out of water or as if out of darkness.

This should be considered as an improvement:

Nobody has appeared who can give me orders.  I am the only one who gives myself orders.
