Considered as or Considered?

1. Don't do that again. It is considered scam.

also, scam or scamming?

Neither sounds natural to me. I would use 'It is considered to be a scam' although informally you can drop 'to be' as that is implied. You could also use 'It is considered to be scamming' or, less convincingly, 'It is considered as scamming'.
