What is the correct way to write the sentence?

If he deserves to be on the team, then his brother should be consider to be/as one of those players.

Both of these work.

In the first one, the antecedent of "he" is unclear.

Do you mean, "If John deserves to be on the team, then his brother Bill should be considered as one of those players too." ?

And "as" can be ambiguous.
I'm considering you as a friend. This can mean, "I consider you to be a friend."
It can also mean, "I'm thinking about making friends with you."

If your two versions are talking about one person, than I'd definitely go with the second version. It's clear and to the point.

Re the first sentence, you can say "then his brother should be considered to be one of those players."
In other words, it should be a done deal. (not just "under consideration.")

I must confess, I'm not sure exactly what you're trying to say here. Perhaps you can clarify.
