1.The floods were rising and it was as if it was the end of the world.
2.It looks as if they have had a shock.
I have found the above sentences in Cambridge Dictionary.My question is that in number 1,why " were" is not used here after " as if" though it is an imagination?.And in number 2,why only "had"isn't used here instead of "have had"?

My question is that in number 1,why " were" is not used here after " as if" though it is an imagination?. They could have used "were" and the subjunctive mood. "Was" is equally OK.
