Both of these are used only in the present. (Use 'had' for the past.)

Here are the basics:

Use 'has' when the subject is third-person singular, i.e., you're talking about only one person or thing. Otherwise use 'have'.

The boy has no money. (only one boy)
The boys have no money. (more than one boy)
