Hi,
Consider this ex.:
"A (recently launched) space vehicle is reported to be in a commissioning phase.
How would YOU interprete (*)? Does it sound perfect English to you?
Compare the following two examples:
A. "This facility is still in the commissioning phase."
B. "This ship will be decommissioned in 5 months"
I guess "B" is fine in all respects. What can you say about "A"?

This is a bit puzzling, made more so by possible differences in the way Americans and Russians have learned to decipher communications from their respective governments. I think your statement allows me to understand me what I am supposed to be understanding about this vehicle. Please tell me if I understand correctly.

OK, just to wind up, it is not a good idea to use SV commissioning phase to describe the period of time from the launch up to the moment the satellite status officially changes to "fully operational"...
