Citizen and resident
"citizen" means that those who have the nationality in where they live.
"resident" means that those who live in the certain area including citizen and foreigners.
If I know these two words correctly, when some policy of the city is not applicable for foreigners,
can I say " The policy is applicable to citizens and migrant women."?
Another question, migrant women and marriage immigrant women are same?

I don't know what "migrant women" are supposed to refer to, and "marriage immigrant women" is a phrase I've never seen before. You can say something is applicable only to citizens.
