should it be the Government or the government, the District COuncil or district council....?

Hi, It depends on the context of the sentence. Usually, it would be government, council, administration or whatever: none of these words are proper nouns. However, if the word ‘government’ is being substituted for NSW State Government where ‘government’ is a shorter substitute for NSW State Government, then the word ‘Government’ should have a capital letter.
