b1: hopefully refers to the way she went.
b2: 'hopefully" is the speaker's opinion about the whole sentence.
c, 1. We didn't marry him because of his looks.

My explain:
c1: the speaker married him but not for his looks.
c2: the speaker didn't marry him and his looks was the main reason.
d, 1. The passengers who didn't have tickets / were fined.
2. The passengers / who didn't have tickets / were fined.
e, 1. We prefer dancing to music.
2, We prefer dancing / to music.
