It is an indirect question. In indirect questions, the subject and its auxiliary verb are not inverted.

What does Tim want on his birthday cake? (Direct question.)
Let's ask Tim what he wants. (Indirect question - there is no ? at the end.)
Why did Tim want toy cars on his cake? (Direct question.)
We didn't know why Tim wanted toy cars on his cake.
