Can someone explain this sentence 'Your library card is enclosed'...

I really need help here. These sentences have made me confused. Can someone explain to me about this please? What tense that's used for these sentences?
1- Your library card is enclosed. ( Why didn't say - was enclosed, or enclosed only)
2- I am compelled to say it just isn't going to happen. (why didn't say - I am compelling or have compelled, or compelled only)
3- We as a church are prepared to help. ( why didn't say - were prepared or are preparing or prepared only)
4- Christians are assured that they don't get special favours. ( why didn't say - were assured or were been assuring, etc...)
a- Is there any possibilities that we can put 'd' at the end of the word without means that for Past Tense?
b- Can we mix present tense and past tense in one sentence (in my eyes, based on those sentences, it shows - verb 'to be' in Present Tense, and verb in Past Tense)?

I know my question below sounds stupid, but I really have to ask....
I don't understand why they put 'd' at the end of the word....

compel - compelled
prepare - prepared
assure - assured
But with your explanation, can i say that they changed (with -ed ) because they're passive sentences?

Firstly, I made a typo at the end of my first reply, the passive is of course 'be' + past participle. Sorry if I confused you.
