Can an adverb modify a pronoun?

Example: It is just me. ("Just" in this instance appears to be an adjective but the dictionary says that it is an adverb.)

I consider just an adverb in your sentence. A just sentence would be an example of just as an adjective: what kind of a sentence? I see nothing exceptional in having an adverb modify a pronoun : Practically everybody knows that.
