By looking or just looking?

Hi. Please help me. I think the number 1 sentence needs to have the word "by" in teh place indicated, whereas the number 2 setence doesn't. If I am correct, why is it when both seem very similar in structure?

1. Please write the sentences by looking at the examples.

2. Describe the different bodies of water by using the following list of words.

#1 - 'by' is the wrong preposition. Use 'after' if you must keep that format, but the sentence should actually be rewritten: 'Please write the sentences (by) using the examples as your models.'

#2 - 'by' is optional.
