The preposition at is completely unnecessary here. It had no business being in the sentence at all. Simply get rid of it and move on.

The -ing form is used after the idiom 'to have no business'. Of course, as you know, being is a form of be. A paraphrase of the sentence with another form of be may help:

Its being there had no purpose. ~ The fact that it was there had no purpose. ~ It should not have been there.

The state had no business telling people what they could do on their private property.
She'd had no business buying a new dress, even if she did get it on sale.
You had no business poking about in our cellar.
They had no business being in that territory.
She had no business ****ing in here.
