Being without to be form

Question

I can see being in below sentence without "to be" form before that is (is was are were). Can anyone please clarify this? Don't you think sentence should be like "is being created"?

As I learned more about the artificial intelligence being created and began to envision the greater possibilities ahead.

The sentence isn't finished. Removing all the extra words, you have:

As I learned more,

What happened as you learned more? You didn't finish the thought.

That aside, you can modify 'the artificial intelligence' with a simple or continuous aspect participle clause.

the artificial intelligence (that is) created (simple)
the artificial intelligence (that is) being created (continuous)

These non-finite forms come from these finite passive forms:

Artificial intelligence is created in a computer laboratory.
Artificial intelligence is being created in a computer laboratory.

These correspond, in turn, to the following active forms:

The scientist creates artificial intelligence in a laboratory.
The scientist is creating artificial intelligence in a laboratory.
