Does "to be stoned" mean "to be under the influence of drugs" or "to be under the influence of alcohol"?

It used to mean "to be under the influence of alcohol" as well. I have a Frank Sinatra live recording from the 1960s where he says: "Dean Martin has been stoned more often than the United States' embassies." There was a period of time when throwing stones at US embassies was quite common.
