Article-necessary situation

Hi,

Can you tell me whether the underlined part is being referred generally or being a general referant so that I tell determine whether or not the is necessary?

We need to choose a person who will handle the task of turning study idea posts into files that we can upload.

I think the people what are parties to this communication know what the underlined phrase means specifically but I am so sure whether a third party who happens to read will know exactly what that term entails. Is the phrase "study idea posts" a general-meaning phrase?

Can you tell me whether ... general ...?
No. Only you can answer that. The answer is in your head when you utter or write the sentence.
