Are these two sentences properly worded?

Solostaran hoped that the child was going to be his brother’s, but knew the truth as soon as he set his eyes upon the baby. A half-elf, to him this was a *** child that should not have been allowed to have been in the elven kingdom, but it was the son of his brother’s wife and Elansa died giving birth to him.

A half-elf, to him this was a *** child that should not have been allowed to have been in the elven kingdom, but it was the son of his brother’s wife and Elansa died giving birth to him. After conjunctions, if there is a change of subject/verb, we usually use a comma.
