I haven't found any, but here's a https://www.dicts.info/dictionaries.php to a number of downloadable dictionaries and word lists in English and other languages.

Here are some useful online dictionaries:

https://www.oxfordlearnersdictionaries.com and https://dictionary.cambridge.org/dictionary/learner-english/ are excellent resources for learners, and useful for others too, as the definitions are simple and clear. Both offer a variety of resources on their websites.
OneLook, which links to several dictionaries at once, is a favorite of many of the teachers on here.
https://en.wiktionary.org/wiki/Wiktionary:Main_Page is the one I use most. It has words from hundreds of languages, not just English, and often lists obscure words which most other online dictionaries don't list.
https://www.lexico.com/?search_filter=en_dictionary, which replaced the old Oxford Online Dictionary, is another useful one I consult frequently.
