Right. If you can turn a phrase into 'The [x] of [y]' then you should probably be using an apostrophe. The mayor of London ==> London's mayor.

If you can turn a phrase into 'The [x] of [y]' then you should probably be using an apostrophe.

The mayor of London ==> London's mayor.

Always put an 's' after the apostrophe unless it is not pronounced as a separate sound.
