It's just a casual/informal reply to a thank you. I guess it's similar to saying "don't mention it" or "no problem" but, unlike these two words, "anytime" implies willingness to do something (usually a small favor) for someone again. Oftentimes it will be used among friends but you can also say it to a complete stranger.
