‘I’m all out of love’ means that I’ve USED UP all the love I had available. I cannot love any more. I am done with love. I have exhausted all my capacity for love (at least temporarily).

It does not mean ‘I have no love’ and it does not mean ‘I was made of love’. It means that I used to love somebody, but now I no longer do, because I have given and given and given, and my love has not been replenished. I am giving up on loving that person. Or, alternatively, I was the one who failed to return love to the one who loved me, and now that person has left me alone - in this case, ‘I’m all out of love’ means that the one who loved ME has left me alone:
