I think it should be: I'm not saying that his advice are not helpful.

but the word "advice" in the sentence above is plural, right? No. It's a non-count noun so it takes the singular.

Can I also say: ... that his few pieces of advice are not helpful. You can, but it's not very natural. He gave me a few pieces of advice, none of which were helpful.

So if somebody says: I'm not saying that his advice is not helpful, it means that he/she is talking about a single advice and not about 2 or 3 or 4.
