It's not correct. You need to remove 'when'. You will need the participle 'being', however. Without the participle there's no absolute construction.

The absolute construction is a participle clause with its own subject. It is given its own explicit subject because its subject does not match the subject of the main clause.

The city having been captured, the citizens fled.

Without "The city" it will be the citizens who were both captured and fled, an obvious contradiction:

Having been captured, the citizens fled.

E-waste being disposed of, harmful substances are released into the environment.

Though your sentence is grammatical as shown above, the information in it would probably be better conveyed with a different construction.

The disposal of e-waste releases harmful substances into the environment.
