a singular/plural verb

Hi,

After percent which tense would I use? a singular verb or a plural verb? Thanks.

"Nearly 40 percent of the people in our town never vote/votes in local elections."

Top answer

Who is voting? The people , not the percent. Thus plural, IMO.
