If it turns out that our homage takes the form of spitting on the stelae and snapping the branches of some of those saplings growing amongst them, then this act of vandalism speaks volumes about the existence of certain prevalent attitudes to the national socialist legacy in Germany. And if our inclination is to wander silently in private prayer, but we are disturbed in this activity, it is indeed unfortunate, but our complaints can be heard and therefore contribute to an ‘emerging picture’ of the central question of what the Holocaust means in contemporary Germany and, moreover, what it means to perform its memory.

My understanding is that 'courting' refers, metaphorically, to the traditions of a young woman and young man meeting, going out together, sharing meals together, and so on, in order to develop a relationship that will lead to marriage
In traditional societies, the couple are expected to do this in an approved and acceptable way. 'Sanctioned', here, means 'having approval'
