Can "a committee('s) member" be changed to "a member of a committee" or "the member of a committee" or to both?

"A committee's member" is unusual. You normally see "a committee member". It means a member of a committee. I can't think of every possibility, but there might well be a context in which "the member of a committee" can mean "a member of a committee". Off the cuff, I can see "He is the member of several committees." But that is a little different.
