All the southern states including Andhra Pradesh and Kerela have made their presence felt in the top 10 list.<\/strong><br \/>\n<span style=\"font-weight: 400\">NITI (National Institution for Transforming India) Aayog is a think tank established by the Government of India, to work with the UN in achieving the SDG goals. NITI Aayog, established in 2015, has been working with 23 different verticals like Agriculture, Human Resource Development, etc.<\/span><br \/>\n<span style=\"font-weight: 400\">For III, NITI Aayog classified the 29 states and 7 UTs into three sub-categories. These sub-categories were made so that the assessment would be fair. These three categories were namely the major states, North-eastern and other hilly states, and finally the UTs and smaller states.<\/span><\/p>\n<h2>7 factors taken into account by NITI Aayog<\/h2>\n<p><span style=\"font-weight: 400\">NITI Aayog\u2019s main areas of assessment for <a href=\"https:\/\/niti.gov.in\/node\/875\" target=\"_blank\" rel=\"noopener\">III<\/a> were the 5 \u2018enablers\u2019 for innovation. These are human capital, workers, business environment, investment, and finally a safe and legal atmosphere. Apart from this, two other parameters were taken. These are called the \u2018performance indicators\u2019. These were the number of patents registered and articles published in the STEM category and the number of IT workers in the state\/UT. <a href=\"https:\/\/www.thenewsminute.com\/article\/southern-states-ace-niti-aayog-india-innovation-index-among-top-ten-country-110824\" target=\"_blank\" rel=\"noopener\">All these parameter<\/a>s are taken into consideration and the final score is the aggregate score.<\/span><br \/>\n<span style=\"font-weight: 400\">Delhi scored the highest score in while in the major states category Karnataka took the prime spot. The reason being, <strong>Karnataka and Delhi have a lot of quality higher education institutes and are a hub for the majority of <a href=\"https:\/\/www.englishforums.com\/news\/indias-startup-capital-disparities-rankings\/\" target=\"_blank\" rel=\"noopener\">startups<\/a> and businesses<\/strong>. As far as &#8216;safe and legal environment&#8217; is considered, the southern states scored pretty low in that particular parameter.<\/span><br \/>\n<span style=\"font-weight: 400\">In the case of Hilly States, Sikkim achieved the first position followed by Himachal Pradesh.
