I believe this can be addressed in this age of smart devices, globalization, and blockchain.\u201d<\/i><\/b><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">With <\/span><a href=\"https:\/\/www.englishforums.com\/news\/unesco-downhill-education-goals\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Unesco\u2019s move to uplift<\/span><\/a><span style=\"font-weight: 400;\"> the growing number of out of school youths, it may take too long before the policy reformation takes root to the global issue.\u00a0<\/span><\/p>\n<h2><b>Earning the \u201cSeal of Biliteracy\u201d<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Around 47,000 students or eleven percent (11%) of the 2018 California class graduate students earned the <\/span><a href=\"http:\/\/blogs.edweek.org\/edweek\/learning-the-language\/2019\/07\/seal_of_biliteracy_california.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201cseal of biliteracy.\u201d<\/span><\/a><br \/>\n<span style=\"font-weight: 400;\">The seal is received with the high school diploma as a valid proof that a student can communicate fluently in other languages.<\/span><br \/>\n<a href=\"http:\/\/blogs.edweek.org\/edweek\/learning-the-language\/2019\/07\/seal_of_biliteracy_california.html\" target=\"_blank\" rel=\"noopener\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-18378 aligncenter\" src=\"http:\/\/159.65.134.245\/news\/wp-content\/uploads\/2019\/07\/Capture-Biliteracy-Breakdown-1-300x132.jpg\" alt=\"\" width=\"593\" height=\"261\" \/><\/a><\/p>\n<p style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">From<\/span><\/i><a href=\"http:\/\/blogs.edweek.org\/edweek\/learning-the-language\/2019\/07\/seal_of_biliteracy_california.html\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\"> Education Week<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> article<\/span><\/i><\/p>\n<p><b>A big chunk of the data shows that students who received the seal of biliteracy the most are currently English-learners, not native English speakers.\u00a0<\/b><br \/>\n<span style=\"font-weight: 400;\">The seal\u2019s popularity surges and now, the California state pushes to triple the number from 47,000 to 150,000 students by 2030.\u00a0\u00a0<\/span><\/p>\n<h2>Online learning communities as leverage for education reforms<\/h2>\n<p><span style=\"font-weight: 400;\">The current education system won\u2019t be able to sustain the fast-growing demand of the learners.
